I'm sorry, but
your post was also very misleading in terms of cost as well.

parasitic overhead on their limited budgets?

statements like these ignore the fact that MS products are historically a pay once proposition. The lifespan of most technology is 5 years minimum. And with a "sufficient for our use" attitude, i can see Office 2000 being used for more than a decade by many organizations, passing ROI at least several times on the way to that milestone. (if your organization is motivated and productive enough to use it and therefore greatly reduce cost in many areas over time, and it's ease of automation and programmability ) but your post makes it sound like open source is cheap to manage. That is where open source costs start to mount. Over time, such as over the course of 10 years, which I'm sure like office 2000, office 2007 would still be valid, the costs of open source management start to mount. The administration of each network costs at least 2 to 3 times that of Microsoft and the need for much more highly trained IT personnel is still inevitable. I'm not sure there are any benchmarks to show your assertion that Microsoft is even more expensive at all, let along parasitic. They put a ton of time and resource into their software. It's going to cost money. A decent car is going to cost you money too. But do you want something that runs for a decade with no breakdowns but costs twice as much, or one you replace every 3 years. The second one sounds cheaper up front but at the end of 10 years has cost you an additional 1/2 the cost of the more expensive model .
