Many Countries
including our neighbor to the north, use pencil and paper, and hand-count (not automated) the ballots. It is easy, understandable, and leaves a paper trail. If the technology breaks it can be repaired / fixed on the spot. If recounts are needed they are quick and easy.

It sounds like democracy to me.
