For what it's worth...
>>Let's forget about Linux for a second -- let's say that Joe Smallbiz can afford to buy a cheap Windows PC. You're saying that he SHOULDN'T BE IN BUSINESS if he can't afford to buy Office. Interesting idea you have there....<<

1.) Where there's a will, there's a way. Chances are he could probably get by with an older version of Office - say, Office 2000... There's NO reason why he would have to pay top dollar for a copy. A quick Google search found a copy of Office 2000 SBE for $113 bucks.

2.) There's a good chance that if he bought the PC from Dell or HP or one of the other big vendors, they forced him to buy some software with the PC. It may only be Works and not office, but the most recent versions of Works at least comes with MS Word.

>>Shift perspective: Let's look at Jane Freelancecoder, who doesn't own a Windows PC. She gets a gig where she's handed a chunk of a larger project J2EE that's managed using Project. So in addition to the expense of buying a Project license, she ought to be expected to buy an XP Pro license and incur the real and opportunity cost of setting up a development environment in Windows, because "If you can't buy the license for Windows, they you should NOT be in business."<<

If she's a serious coder and has plenty of work coming in, chances are she's making decent money. At $50 to $60 an hour there's no real excuse for her not to be able to afford a Windows box. Hardware's cheap. In fact, if she's a professional programmer, don't you think it would make sense for her to have a Windows box around - just so she can TEST her code? Especially if the client is planning on running it on their Windows PCs?
