- I see your point.
- If I understand it, you are saying that the end user (that will never publish anything) is not required to "agree" to the terms or conditions of the GPL to use it. There aren't any. Is that the point you are making? If so I don't disagree, the GPL has much broader terms in their contract in that respect, but it is the contract (GPL) that states these terms. In other words, it is the same as an EUL with the only difference being the terms set down.
