Someone's confused
The GPL is a *License* for the end user/developer isn't it? I believe so.

Not really. Read the [url=http://www.gnu.org/copyleft/gpl.html]GPL[/url] for yourself, some time.

"Activities other than copying, distribution and modification are not covered by this License; they are outside its scope."

The GPL only licences copying, modification and distribution. NO license is needed merely to use the software, i.e., to be an "end user".

Anything that says "End User License Agreement" is a license to use the software. As such, it is by definition more restrictive than copyright law (or else it would not even be necessary.)

The OP is not confused by any means.
