Looks like the Linux kernel will stay at GPLv2, the GNU utilities and other GNU software (60-70% of the typical Linux installation) will go with GPLv3, glibc and other GNU libraries will use a LGPL-style variant of GPLv3, and we'll see what everyone else does. Since another large portion of the typical Linux installation (X, Sendmail, BIND, etc) is not GPLed at all (or uses the LGPL), I would suspect that the impact of the GPLv2 holdouts will be rather limited, in practice.
