The solution is easy
Why cant the US Government pass a do not spam list, where people who do not wish to receive spam can add their email address. The law should be passed blocking spam is where the reciepient of the email resides. Provide as a penalty, the company propigating the spam would have to provide free of charge the items they were trying to sell in spam....(hehe a free mortage happy If other countries will not cooperate, their internet connection to the US should be blocked.

If not, someone should write a program that would allow a user to easily forward all of the spam they recieve to the companies who propigate spam. I think that may get the point across, when the CEO's of the offshore pharmacies start to recieve millions of emails a day.
