You're flat out wrong
While users can be given restricted accounts without permissions to install standard programs, most adware/spyware/scumware packages install silently in the background, exploiting little-known and rarely-secured flaws in Windows (such as the "Everyone" group having permission to add keys and values to every corner of the registry).

We don't give people admin rights on their Win2k/XPworkstations and we don't have spyware problems. Employees are given Power User Rights, and in student labs they log on as guests.

In the last three years, the only workstations in which we have had any problems with spyware are the ones where the person has had admin rights.

Or, as the article said, migrate to a Unix-based OS and just forget about it.

In many cases, that is certainly a viable option. Another option is to learn to administer your Windows machines correctly.
