Looks good on the books, but will probably have little impact
Like anti-spam regulations, this will make politicians look good for re-election campaigns, but won't have any real impact. Even if it does manage to stop scumware companies operating in the US, all they'd have to do is move to Mexico or China to get around it.

Microsoft has made it WAY too easy for scumware to be installed on their OSes (no matter the privileges of the logged-in user). It's about time they do something to fix this, though it's probably too little, too late (and will probably break a hundred things on every system after installation).
