Maybe. But they are pretty much done for, for the data has been advanced beyond that. Even Vista will be in that spot one day.

The plan is to reformat forever because all data will be orphaned if not converted as you go. Libraries can get volunteers or hired help to convert the documents to a useable format with a current program. You do whatever it takes even if the number is higher in the millions. But you keep the older formats only 2 updates ago to go with another vendor to offer flexability.

The idea of one format forever is not going to work. Eventually ODF will change and will face the same problems. Just another utopian idea that will make things worse just like all the utopian ideas in the past. There are no guarantees in life.
