You can see the fun that any organisation would have keeping old Pc's/multiple versions of Apps (like Word) lying around to just to read a file.
People who are not cognitively challenged would store them in a open format that has open specifications in the first place. Unfortunately the proprietary format developers don't like you to keep old formats alive as it breaks their business plan.
