Not the problem
The problem with education is that you need a degree to teach. Then if you want to teach a subject like say tech you need another degree in Information technology. So that's like 8 years of post secondary education to teach advanced subjects that are out scope of reading, writing and mathematics.

Now if you have 8 years of post secondary education will you work for a teachers salary?

Next add the problem of wage scales. Teachers take 10 years to get to the job rate of pay. Here where I live a teacher gets paid about $386000,000 a year and that data is about 3 years old now. They top out at just over $65,000. So add about 9% for cost of living increases and it's a pretty low wage when compared to say a doctor who also attends 8 years of post secondary education. So why not skip the education degree and go into the work force with the tech degree getting 4 years experience. In the same time you could make $90,000 year. So which would you pick $38,000 a year with $80,000 in student loan debt or $90,000 a year with $40,000 in student loan debt. I think the choice is pretty clear.

So why do people go into education. From what I see Education seems to be the field people go into when they don't know what they want or it's because the eduation is degree is one of the easier degrees to get. A few go into teaching because they have a passion for it but they seem more rare these days.

So there you get a lot of bad teachers and a Teachers association that keeps them working. That's what's wrong with education these days. Want to fix that problem? Pay teachers a lot more, like double or triple thier wages. Then attract some good talented teachers and watch what happens when kids start to really learn.
