Offer a choice, then.

Allow users to participate decisively in the selection of both office suite software and the formats for saving documents.

Include consideration of the formats most likely to be used in exchanges with other organizations.

Exclude ideological considerations such as which company or organization produced the format, because that's an indication of attitude, and not part of a deliberative process.

This situation, in which all those concerned and many with expertise are allowed to participate, is what the small MA cabal worked so hard to avoid, but that example of hijacking a process gives a clear indication of what not to do.
