Lazy people are not the issue...
I do not believe that the laziness of people who get these CDs are the issue here. The argument described by the bill focus on the environmental issues.

From the article: "That would easily allow people who don't want to receive another offer for 1,000 free minutes of AOL, for instance, to mail the CD back to the company or to a processing plant that recycles CDs." (Emphasis on the latter part of the quotation.)

If someone received one of the CDs through the mail and toss them in the garbage, they would still inflict damage to the environment.

Now, one COULD argue that the environmental reason is a terribly weak one, or that the bill won't solve the problem. But I do believe that the laziness of people who get these CDs really matters in this issue.
