Usually ODF is Mandated by Contract
Standards in Engineering do get followed. Usually requests for proposals specify something like - Proposals in reponse to this request will be rejected if the product and service being proposed does not follow ISO 9000: International Standards for Quality Management, published by the ISO in Geneva, Switzerland. Respondents are to describe how their proposals meet ISO standards.

Boeing and most world class organizations just will not hire contractors that are not at least working towards ISO registration. The contractor becomes certified in one of three parts with 9002 (i suspect) being the most relevant to software engineers.

The EEA - European Economic Area represents the largest single market in the world. The area is larger than the United States and Japan combined and ODF is part of that. So every software developer is impacted and eventually even Microsoft will get in line.
