By far the biggest obstacle to mass migrations to Windows Vista is User Account Control. If you buy into what Microsoft is telling us, all enterprises will be pushing to implement UAC as soon as possible, but that means that a lot of existing application code will need to be regression tested and a lot of non-trivial changes made so that they will run correctly. Microsoft is touting UAC as a technology which will drastically reduce TCO and create a much smaller attack surface by running all processes with non-administrative priviledges, requiring user permission for elevated permissions. This affects everything from registry and filesystem access to direct Windows API calls. UAC is far and away the biggest reason for the enterprise to migrate to Vista. It will also be the biggest obstacle for enterprises wanting to migrate to Vista. It'll be a catch-22 situation like this for I'm guessing close to a year, which is how long it'll take for developers to fully work through UAC issues and understand how to write their software to be UAC compliant.
