This sounds a lot like the security models used in most accounting and projects tracking software. A user has multiple roles; and depending on the roles held, will have different levels of access within different components, or different projects, or different cost centers, whatever.
Granted, I'm basing this on the ZDnet description of the patent. From that description, it sounds like this patent could potentially be far more reaching than just the education software described.
