.. can't get some financial backing from an IBM and actually innovate something,..

There's nothing stopping them except the ROI thing.
If IBM come up with something they generally patent it and then sell it.
They are No1 when it comes to patents.
Giving it away to hurt MS doesn't directly help them and they would also have to suffer the retaliation.
They are leveraging Linux and are trying to persuade Sun to open Java.
Is DB2 open source?
Don't hold your breath.
