This is not a Microsoft problem
Microsoft changes formats in their main products (mostly Office but also Windows) so that you are forced to upgrade, even if you don't actually need any of the new features. Now if you are Joe User of a company with a thousand desktops to roll this out on, this is great! You can imagine how productive it is when yo are sent a file format that you are not keeping up with, right?

Now, from a shareholder perspective, this is great! Every one wants to stay current (like No_Ax_to_Grind, for example). No just listen to the users screaming for a new file format that will force them to go out and purchese (licence) a new copy (or many copies) of a give suite of software.

And user training is a snap, users just love new incompatible file formats (or even abandoning old file formats as Office 97 did pre patch with Office 95 formats). Do you hear the money for the investors and Microsoft? See how it works?

This is progress and users love this!
