Well what do the 'vast" majority of people/businesses/government
positions need to be productive? email? Browser (maybe)
networking? and some sort of office like suite? What else and of
this stuff does not open-source have that? I will grant you all
organizations have some unique patches here and their where their
needs will be even greater and more specific but i assume (and this
is only an assumtion on my part) that the "study" done would have
taken those factors into place.
