What a ridiculous story

First off, your story isn't true.

Second of all, even if it was, Dell is allowed to decide how to sell Dell computers just like I was not able to get a discount had I wanted to buy my car without a Bose stereo. Bose was getting a portion of my car payment and if I didn't like it, I would have to buy another make or model.

The other fact that destroys your rant is that the 4th largest computer reseller does not pay any MS tax at all. Take the following conversation from your post and change it slightly pretending you were talking to Apple:
if the computer comes with OSX it will be returned as defective. After he basically "told" on me, I told our IT folks that I refuse to cost the company an extra $800 or more for iLife, the OS, all the extra bells and whistles. The Apple rep called me back, said that he COULD NOT ship a Mac without OSX

Apple chooses to sell all Macs with OSX and Dell chooses to sell all Dells with Windows... except Dell doesn't because you can get certain models with FreeDos or with RedHat which completely destroys your point. However, you aren't forced to buy from Dell. Your company may force you to but that is your company's decision. Your rant is easily disproven by going to tigerdirect.com, barebones kits, and finally No-OS systems.

The computers here start at $99 which is far too low to include any MS tax. I don't actually shop at tigerdirect but I assure you that my local computer store gives you a Cdn$140 discount if you buy a computer without Windows and this discount is available on any computer they sell.

Be pissed off at your company, be pissed off at Dell, but companies like TigerDirect, Apple, and my local store completely disprove your assertion that MS is still forcing OEMs to charge for Windows on all computers sold. It simply isn't true.
