I take issue with that

Microsoft first doesn't need to illegally prohibit or restrict OEM sales of non MS Operating Systems.

The truth is it has changed. It might not look like but if an OEM wants to sell Linux pre-installed nothing stops them except the fact that the market for desktop Linux is too small to make that move profitable. Is that Microsoft fault? I think not, back in the 90s Linux sucked. Still we might have other options today if Micrsoft hadn't been a monopolistic predator but that was a decade ago.

For the server end I've bought many Linux server from both Dell and HP. No problem there.
