Microsoft always pre-tests.
When earlier versions of the documentation were released, all those companies which supposedly could not work with Windows were uninterested.

Maybe that's because the documentation wasn't complete enough, or maybe Microsoft was charging too much at the time. Or maybe the companies' products were of sufficiently high quality that their customers were not complaining.

So Microsoft can "comply with the documentation order" fearlessly. Nobody cares.
