This must be the reason...
that we don't see any third-party applications for Windows! Why, they don't have any documentation for the API's! I guess the programmers have to just randomly try things until something works, huh?

Well, at least someone without an IT background who read this article sure might think that way.

Microsoft has always done a pretty good job documenting their APIs. Heck, their whole model of business works on effectively winning third party developers for writing apps which is what largely maintains Windows market share (the bulk of existing apps and device drivers written for it).

This is all politics being played by the EU for their own gain at Microsoft's expense. Whoopee, now API's are documented in some artifically forced format legislated by the EU to make Microsoft employ lots of technical writers. Like that really helps the third-party developers any.
