The ISP's are the problem.
Sloppy work. Lazy people.

They install software to block incomming spam and virus to their customers. That's great, BUT it
does not help the internet, or their customers
all that much. They MUST take control, and block
outgoing spam and virus attachments and content.
This is a very easy task, and yet they refuse.

A few years ago, the cry went out for the ISP's
to start policing themselves, to take control of
the internet. Too bad they never listened.
