Java runs on PC's in many flavors. MS could have followed the rules like everyone else but they were to malevolent ... and therefore lost their arguments in court visavis their right to pollute the language.

While Java runs everywhere, .NET runs only on Windows. Your missing the fact that MS blocked .NET from other platforms, the dollar value MS lose out in dwarfs any benefit to them from fragmenting the ISV space on Windows.
