Minimum new functionality?
It will be late. It will be very late. But you really can't say it has nothing but a new skin. This thing is being rewritten in .NET. The WinFX API will replace Win32 as the main API. It will be similar to what Windows 95 did to Windows 3.1 (not sure if you lived through this).

Those of us who already have access to preview release (thousands of developers that attended the Microsoft Professional Developers Conference last year) can tell you that.

Please educate yourself at

One little challenge for you. Check this URL:

and tell me if the 2.8 kernel will do something of that stature.
