Yes and no.
By default when you set up a Mac, you're given administrative
privileges, which means you're basically an ordinary user, but
you can do certain superuser things, but only after entering your
administrative password in a dialog.

Most users stay at this level, but "power users" usually figure out
how to access the root account so they can log in as root to do a
lot of work that would otherwise require them to authenticate
every two minutes. Most of these people know better than to
stay logged in as root while they go online, etc. The really smart
ones figure out how to set up ordinary user accounts they can
log in to to do their daily chores without doing any
administrative stuff, and some even set up an open firmware
password so no one can boot up the machine without entering a
password.
