Even rouge nations such as Iran and Korea can utilize Linux to make proprietary operating systems to assist in all kinds of thnings, like creating nuclear warheads.
MS is not giving away anything more than some subset of office 2003 code to expand markets in which they currently aren't interested in taking on internally.
