they play the OS like corporations and OEM PC makers like it, little change over a fixed period of time so standardization of an image or images can be in place for roleout. Dell holds onto an image for corporate and govt entities for roughly 18 months. As for the home user, they change hardware on a edgy cycle, not software. Bleeding edge is more for scientific and experimental units. MS would have to change their business model to keep up with break-neck innovation and cover it's liabilites in the process.
