Absolutely no benefit to users ...
Here's the only useful information in the article: "In conjunction with the reader software, Adobe is planning a hosted digital rights management service, called Adobe Digital Editions Protection Service.

The service, expected in a beta form later this year, will allow publishers to impose some access rights on content and give consumers the ability to read that content on various devices, McCoy explained."

Quite simply, they want to be the iTunes of the e-book and e-magazine industry. They want to provide a "service" that charges the publisher (or you) for controlling access and keeping track of what you read.

It's too little, too restrictive, and too late. There's no benefit to the end-user, the functionality already exists in Adobe Reader, and in open-standard web technology. For publishers who want strong DRM, those tools are already in place, but public acceptance of "locked" content is very low. This is unlikely to change just because Adobe came out with a new product.
