OSX is based on BSD.

The XML library is common to most systems that have a C compiler. Most current library development is OS agnostic, but typicaly is for Unix and Unix like systems that support a minimum set API features. If memory serves, ther was a recent MS Windows patch for a historically Unix library, though Microsoft has in another DLL instead of seperate. And Most systems today us a variant of the BSD networking layer for TCP/IP.

Even many apps are cross platform. Apache, typically considered a Unix app, runs on Unix variants and Linux, MS Windows, and even Netware.
