A few corrections
If OSX is based on Debian and Linux is not Unix, then why would they have a "common Unix Library for XML" in their OS

Actually oS X is based on Free BSD not Debbian.

Also, wasn't the open SSL flaw found some time ago? Why the delay in the fix?

Most likely Apple did quite a bit of testing on the fixes, to insure they wouldn't break other apps. Unlike Microsoft, who does little if any of this type of testing on patches.
