No not at all....
..the free installer you are talking about is not the same as what MS themselves were useing to create install pkgs..

Don't know if this answers your question but a VS installer project outputs an .msi file.
It's the same installer that comes with MS stuff.
(replaces setup.exe + cabs for VS6.0)
