its an acknowlegement of the obvious
there are a lot of developers that are all for OSS but also know they have to feed their families,

This is a red herring. This App installer released into OSS does nothing to improve peoples ability to feed their families. It does help MS by providing a standardised way for OSS SW to be installed on the Windows boxes so they only have to worry about supporting one scheme in OS improvements, if an OSS app breeaks becuause MS changes something its now the OSS authors fault not MS's (OOS SW needs to consider that if they use something else like autoconf or whatever).

I think Microsoft gets this very well and is providing this link.

It is a nice olive branch in my opinion.

This is simply and acknowlegement that MS's hype aside its user base is taking up OSS at a much faster rate than they would like to acknowlege. This limits their support costs and provides a defense if they break something and the user community decides to wack em hard in a class action suit for failing to protect their investment.

Besides, it may just get MS some much needed "hobbiest time" look what its done for solutions like JBoss and Apache ... next it might be MS-SQL and IE they kick out the door.
