MS also want to make sure SW gets installed on Windows
MS wants to make their products flexible and available for service.

What does this have to do with MS releasing an installation tool to Open Source. Perhaps they feel it needs to be used as a random bit generator? Or, maybe they feel the pressure from customers using Windows to host non-MS SW and they need to insure OSS is atleast loaded up in a consistant fashion - if you aren't using MS tools they have no control whatsover and just have to consider the fact that users are not using their vision in their next development cycle.

Maybe, MS realizes that OSS is a plus, perhaps they are hoping OSS developers will improve the tool and release the fixes back to them? They must have seen a huge "thud" from their earlier "all IP am us" opensource model (give us your IP and maybe we will use it but we pay you nada).
