I know of nothing that suggests that IBM got any special breaks in building their computer business. As far as I know, they took the risks (admittedly, they had lots of capital) and built the business themselves.

Mind you, once they did so, they did develop some rather effective marketshare preservation techniques that MS subsequently copied and improved upon, which is why both of them eventually ran afoul of the trustbusters (good thing for MS; otherwise IBM might have developed their own PC-DOS instead of licensing from MS).
