Software which gives users the ability to create responsive software on their own is considered better than a lengthy and vulnerable process.

That's a sales point for packaged, easy-to-use software. And for many years Microsoft has been concentrating on ease-of-use.
That's the solution to the apparent contradiction you mention.

Unix and its relations have had years to respond to ordinary users rather than the more sophisticated, and the time was not well spent on this aspect of software. The current situation is a consequence.

This isn't an endorsement of Microsoft; it's very possible that Microsoft's approach could have been accomplished more effectively. But unfortunately few tried.
