nice article but it is missing a few key points. The biggest one being that consumers are also citizens. When you look at the CIO of Massachucets quitting because the legislators are not giving money to support the current information superhighway you should see BIG DIG all over that. Corporations, primarily Microsoft, that see growth only by bringing down current infrastructure are looking for the next BIG DIG. They do that with Team Abramoffs.

The term mashup applications might as well be inhouse built applications or open source applications. What we are really seeing is a shift from proprietary vendor supplied solutions to inhouse built solutions and we are seeing that because of citizen disgust involving the replacement of solutions with vendor supplied ones that meet fewer requirements at higher cost.

The VistA open source "mashup" is the best example. In spite of a proven solution for medical records immaging that is free to physicians and paid for by US tax payers, the heros who were recognized for their efforts at Harvard are rewarded with loss of their jobs.

Citizens have to rize up eventually. I think what Gartner is seeing is exactly that. Too many "good enough" in-house built applications are just way better than what a vendor like Microsoft or SAP or Oracle can supply off the shelf. If vendors are going to add value they will have to learn to "mash up" what has already been built with what ever solution they hope to sell. Virtualization, the killer web service, is one way.
