Impact: Higher Ed and Municipal Gov't
I'm surprised at the lack of business analysis, here. Why does the article not say where this matters, and why?

I feel that I can say with some confidence that the lion's share of WordPerfect's small market share is in municipal government and small colleges. Both are areas where the IT culture tends to be conservative, the bulk user base often tends to resist learning new things, and budgest are very, very tight.

I've been away from the college market for a while, but I know that there's a growing sensitivity in the muni market to Linux as a cost-savings area. Their sense is that it would improve their security (which, properly configured, it would), and that it improves their year over year ROI. Their conservative IT cultures are often still hosting Netware and [Posix-compliant] AS/400 and MVS systems. They're receptive to non-Microsoft solutions, and if you're able to provide them with a core app that doesn't require retraining -- like WordPerfect and the forthcoming Linux port of GroupWise (another municipal and small-higher-ed favorite) -- then it could tip the balance toward at least trying out LInux desktops.

I've spent enough time around sales and marketing folks to know that all of these factors have been bouncing around the inside of Corel-ian skulls up in Ottowa.
