To keep backward compatibility, MS kept the security flaws too! Clever thinking.

Microsoft raced out and embraced the internet because they saw a threat from Netscape. Their OS was not ready for it, but they bundled it anyway. They also saw fit to introduce a whole host of new security holes (auto-execute programs and scripts attached to e-mail, access to system functionality via macros in Office documents - what a hoot!).

Microsoft's security problems are entirely of its own making. It their OS wasn't ready to plug into corporate networks or the internet, they certainly didn't warn anyone about it.

Or do you think there's a class action suit here?
