File swapping is a red herring for power grab
Come on, existing copyright law if properly applied covers file swapping. Even this law does not appear to make it illegal to download, just to share ... this is already covered by existing law and simply "sharing" will not stand up in court. Ya have to have intent to commit a crime, no intent, no crime ... that's a basic tennet of our system.

All this does is pay off the PAC contributions and create a whole new set of lawsuits to fund the lawers for the next three years.

Congress really should do its job rather than feed special interests with bad law after bad law.
