Looks like a dodge to me
If the EU Parliament wants to legalize software patents, they should do so and allow members to accept personal responsibility for their votes. Otherwise ban them outright and stop other EU bodies from legalizing them through the back door.

Either way, it's the duty of elected officials to accept personal responsibility for their actions of lack thereof. Doesn't make the lobbyists or their employers happy, but that's not the politicians' problem.
