SOA is fairly clearly a programming level approach. In order to do all this integration you need to write programs (services).
This isn't what businesses need at all. What is needed is a systematic way of integrating the data.
The process involved is first to define the overall definition of the data across all the different applications you are using and then to provide the correct tools that allow all these databases to appear as one database. Then the business and business people have the access they need to the data and not just programmers.
