Other than that, how do you get to the conclusion that the EU is only interested in negatives? If it was probable that 50,000 new jobs that would be filled by EU workers were going to be created then I would tend to believe that they would love that. Mind you, it'd have to not be a break even, gain 50k here lose 50k there scenario.

But the EU didn't fund this study, Microsoft did. The EU doesn't seem to be trying to figure out the reasons why Microsoft has the position it does, or the benefits that it has for the software economy, so much as figuring out the negatives. That breeds tunnel vision.

Microsoft funded this study because the EU wasn't going to do so.

Doing economic studies like this is what a lot of the "faceless beaurocrats" employed by governments do. These are people who ARE the system, and who hold no political or company allegiances.

IDC is pretty well respected as a research company. It wouldn't do their business any favors if they were responsible for a blatantly biased study.
