Technically according to the article it says the license is for use on their own site[google's] correct. Well I am not saying I am an expert on how google delivers the ads but if the ads are delivered by accessing a page on google that is posted on another persons site than the information accessed is processed on googles server but the ads it picks are then sent to the third party website. If this is the case the technology behind the geo location is still on google's server but the ads it finally picks is sent to the client to be displayed on a third party website, so this says that all google is doing on the third party website is displaying the ad while the technology of geo location is still on google's server/website.
