Or rather than trying to pay back individuals it could just be a fine that equals the approximated amount stolen, with a minimum of $1 million. And that fine would be payable to the government.

There are certainly the "government waste" or "the government can kiss my ass" arguments here, but at least this way has some chance of the money going to the people. It wouldn't be realistic (and I know you weren't implying it was) to give customer rebates.
