Please pardon me for saying this, but it does not actually look like you have been involved in offshoring, as opposed to outsourcing.

"how to print from MS Excel" is too trivial to deserve consideration. Maybe "what's wrong with my printer" is better. These are the types of questions where thick accents and apathy result in several calls to come to the conclusion that you should just find someone locally (maybe a friend) who speaks your language. Maybe it actually costs less to treat your customers this way, but it hurts in goodwill in the long run. Our company dropped Dell partly because of this.

Considering that costs of sending business offshore are going up, not down. Quality (http://www.dilbert.com/comics/dilbert/archive/dilbert-20040328.html) will eventually get into the picture unless higher-ups have another agenda, like outward appearances or kickbacks. From my point of view, the only way pennies are being saved is through funny accounting.
