The internet-based phones weren't being proposed as replacements for 911 calls, but for communications that currently require making long-distance calls to other precincts and cities.

SOmewhere in the arguing about VIoP, you missed the unfunded mandates problem. The police departments are going to have to be ready for Internet-tapping and the money is not there. But the feds say they have to upgrade. Do tell where the money is coming from...

We are already paying for upgrading the systems in Iraq, so isn't it time to bring some of that $87B home?
