On its face, doing anything related to a US government (Federal State, whatever) out of country is not secure. What should be happening and is not is mandates requiring US citizen and US security cleared programmers.

IBM will adapt. Accenture (formerly Arther Andersen) and closely tied to Microsoft because Ballmer is on its board will not. This company isn't even a US company and yet its share of Federal Work - especially Homeland Security Office federal work is cause for alarm.

The current administration doesn't get it. You do not allow anything involving computer infrastructure to be done off shore with out introducing security risks. Add to the mix target technology (Microsoft Technology) and you create an infrastructure ripe for terrorist attachs.

Thankfully the nation's financial institutions stuck with IBM. IBM is not the problem.
